Messi scored twice in the final in Doha, bringing his tournament total to seven, and also scored in the shootout as Argentina defeated France 4-2 on penalties after a 3-3 stalemate after extra time.
Kylian Mbappe finished second to Messi in that category, although he did earn the Golden Boot as the tournament's best scorer with eight goals, one more than the Argentine captain.
Luka Modric finished third in the voting for best player after leading Croatia to third place.
Meanwhile, Argentina's Emiliano Martinez was named the World Cup's finest goalkeeper, while his colleague Enzo Fernandez, 21, was named the tournament's best young player.
